Impeachment is a political process under the guise of a trial. That's why the penalty is usually just removal from office. Because it would be ridiculous to jail somebody based on the votes of their political opponents.
The bar for impeachment is high because it risks being anti democratic. Imagine Democrats or any party had 2/3 seats . They could easily impeach the opposition. One way or another politicians aren't honest. Whether it comes to their own graft or the supposed graft of their opponents.

When I was thinking that statement through I did come to realize there are more similarities than I had initially given it credit for.
