That's the thing, there's NEVER a good time to pussify your population, even in totalitarian shitholes like North Korea or the Soviet Union at it's peak during Stalin's purges did they do that.
Why? Because there will be a time that barbarians come knocking on your door and you need to have the will and force to send them to hell if they don't learn to stay away. Europe's only recovery is getting closer to a 4th reich unfortunately, that's how bad the situation is that it may require a MASSIVE overreach to correct. The US is better in that bulkanization and red states literally starving out the blue might fix things, that or a massive purge.
Sure there is. It they're not really your population at all. Say for example you're a disparate group of parasites who have spent thousands of years toppling civilized societies. Then it's going to be pretty much par for the course that once you achieve power you'll puss out the citizenry.
If such a people existed, one would imagine they'd be widely reviled.
Are we stepping into 'the only Hadrian did wrong was not finish the job' territory with this?
