This preserves the narrative of rising hate crime regardless of how many reports turn out to be bullshit.

But if the number of “isolated incidents” compounds to the point where you have an undeniable pattern of bogus hate crime charges, then you conveniently decide to switch gears and address the issue “systemically”. This allows you to obscure and ignore the unpleasant reality formed by all of your evidence. You can just focus on what you perceive to be an unacceptable outcome without bothering to examine how it happened (or why it’s actually correct).
