So they would rather maintain the status quo as bad as it is instead of try something new and are completely paralysed with indecision. A great environment for this being the two party system where both parties have been heavily infiltrated by the WEF.
Even though the threat of voter fraud is real, the threat of voter apathy and peoples' refusal to change is worse. This is why for example in the UK I honestly believe people come next election are just going to switch to Labour in spite of their chest thumping the last time round when tons of people voted Conservative.
