Lacking a cerebral cortex at birth doesn't present any chance of recovery, this isn't even long odds, its an absolute certainty, barring some distant future sci-fi medical technology bullshit anyway, and I'm talking the kind of shit that would make us effectively immortal. And the life your mindless body will live will be neither long nor full and it will be physically incapable of complex emotions like happiness.
