He got millions of votes, but nowhere near the highest number of votes in history that he needed to legitimately win

Absolutely. He didn't legitimately win, but you've got people in red states who act like their neighborhood represents the rest of the country. "I don't know anyone who voted for him!" So they only see the fraud as the problem.
