Anybody who thinks that this kind of graffiti can't be removed or at least painted over is revealing themselves to be the most out of touch millennial permanent renter and university student that it's possible to be. I have limited DIY knowledge and this is just them coming up with solutions to their laziness. If you offered to do it for them for free if it bothers you that much I bet the property owners would even be grateful, but of course that thought never crossed their little activist heads.
Cities just pay somebody. I saw a guy on YouTube getting double rate basically for power washing for jumping when the city said to jump and being able to get the job done quickly.
When you think about it, that's exactly what it is. They're giving instructions for how to convert the enemy gang sign into their gang sign. Of course, the enemy gang is not nearly as prevalent as they have convinced themselves, and if you ever DO see swastika graffiti it's far more likely to be from a hoaxer than an actual neo-Nazi, but that's beside the point.
I saw the parallels when teaching at a university. The women studies teachers all demanded the right colors be worn and told students about graffiti with their symbols. Since I had studied gang culture a while back, it was easy to spot.
