The only highway system that's ever driven me away from a city is Dallas/Ft Worth, because it legit feels like you are under assault at all times driving through it.
Otherwise, when it comes to "downtowns" I find in most cities they are so filled with people I don't like that even when they are filled with "amenities" I avoid them. Because the people walking them are insufferable and can barely stay out of the road, the shops are overpriced, and everything there only exists to be "neat" to tourists instead of residents.
I didn't have nearly as much trouble in LA. The traffic was worse, and if you needed to lane change well good fucking luck, but the roads themselves weren't designed to make you ill and hateful all at once. At least, the parts I drove through.
Texas toll roads are great IMO. There is not so many of those in California, but the ones they have are nice, too. The interstates and the cities colliding is a clusterfuck. LA is one of the few places I've been in legit rush hour looking traffic at 1am. Their roads are better than many other states, IMO, but the volume is terrifying.
I will give you TX has the uniquely poor idea of an access road.

Dallas has nothing on Atlanta much less LA.

Every time I hear somebody talking about some attraction or business that’s in a city, it immediately cancels all interest for me.
