Spitballing here: could a taser start a fire?
Otherwise, one could replicate a flamethrower with a lighter and some form of spray.

Think prolonged contact from a taser could leave burn-like marks, yeah. Definitely possible a woman would carry some hairspray that can work like you described with a lighter, it would require both hands.

Tasers can absolutely start a fire. Seen it on police body cams before.
