I'm almost positive that if South Dakota lost it, they'd just cease to be a state and be devoured by North Dakota as they faded to complete irrelevance.
Let us never forget that the specific gaggle of Injuns to hold the Black Hills area where Mt. Rushmore is located, the Lakota, ruled it for less time than the USA has - 100 years, from 1776 to 1876 when they were defeated in the Great Sioux War, whereas the Americans of course have held it for the 147 years since.
Also the Lakota didn't just walk in there and settle it peacefully, they wrested the Black Hills from the people already living there like the Crow - many of whom then went on to enlist with the Americans as 'Indian Scouts'. But nobody wants to talk about those guys for the same reason that they don't want to talk about the Tlaxcalans and all the other native allies who helped the Spanish destroy their common Aztec enemy.
To leftists, proper ownership of an area is fixed at the last owner that wasn't white. It's the only rule correctly predicts all the rightful owners that I know of. Later sometimes ownership transfers to the next group to arrive that wasn't white, as is the case in South Africa.
I remember learning about the tribes that were there prior to the U.S. Like you said, it wouldn’t help the narrative to know that multiple tribes had it and fought over it before the U.S. came around.
