There should be an industry blacklist for selling to law enforcement agencies in cities and states (but not necessarily cities in them) that pull this shit, with a threat of blacklist for any companies that don't abide by the blacklist as well.
I dunno; what happens? The only companies that I know of that really work for the government are large defense contractors. They're the only ones with connections to get Congress to pass laws to buy their stuff.
