All supervised release means is that they're dealing with a parole officer. Other than meeting regularly with the convict, the amount of "supervision" it provides is solely dependent on how serious the parole officer is about his job and how busy he is. I doubt the NYPD is very aggressive with its "supervision". Probation/parole only really good for keeping offenders who are trying to stay out of trouble on the straight and narrow. It's not going to keep a violent goat fucker like this from reoffending. That's what incarceration is for.
I prefer the felon getting plugged by his would-be victim with a bullet or seventeen. It also saves taxpayers money feeding and sheltering human-shaped garbage.
