Except "banning" recreational vaping created the black market. It's not like weed in the US where everyone was already so used to going to a dealer that they just kept going to them once it was legalized.
Health insurance ads here are all about "ban all smoking and vaping and never let anyone do it again", now, too...

Let's just be honest here, they're banning 'recreational' vaping because the government hasn't found a way to get its hands on that sweet tax revenue.
Legalize it, sell it openly in stores, and tax it.
