Banning the recreational vaping is basically them shutting down 'black market' products under the guise of protecting kids.
Except "banning" recreational vaping created the black market. It's not like weed in the US where everyone was already so used to going to a dealer that they just kept going to them once it was legalized.
Legalize it, sell it openly in stores, and tax it.
It's not that hard, that's what evey other country does.
