He mentions that one of the points of the hoax is to distract from the fact that the Democrats just had to compromise with Trump after a 55 day government shutdown, that forced them to fund $1.3 Billon in funding for the border wall, of which they intended to fund $0.
It looks like this bill was part of a bloody fight to drag the Democrats into actually funding the wall. Fewer beds for detainees is absolutely good if you keep deporting them. Who needs beds in the US provided by CPD, if they are sitting in Mexico.
