Unfortunately they now know this, hence the attempts to effectively ban VPN usage in the UK to circumvent age verification and other aspects of the Online Safety Bill. Eventually countries will have two tier networks - Predominately Intranet for us with the Internet being tightly regulated and restricted to access by Government and corporations either for themselves or on behalf of the public to retrieve data from outside a jurisdiction.
That's how it is in the Cyberpunk universe. There's the sanitized corporate public internet patrolled by netcops, and then unrestricted cyberspace where dangerous AIs roam freely waiting to fry the brains of overly adventurous netrunners. That's also the only place you can find real information.
