The fact of the matter is you don't have to be a math wizard to score decently high on the SAT and other tests like that. You'll learn essentially everything you need to ace those tests by 10th or 11th grade if you're in a non shit school.
Because they aren't good at school period. It doesn't matter if they're in a school where the math program is decent and they've been presented all of the material already. If they're getting Cs, Ds, and Fs in their courses, they're going to do poorly when that same material shows up on a standardized test. Asians tend to get A's in their classes, so they do well when that same material shows up on a standardized test.
Perhaps it's splitting hairs, but I dont think scoring very high on that test makes one particularly great at math (although I would say doing terribly probably means you suck at it). This is because these tests aren't all that advanced.
it's just the general east Asian/sinosphere snobbery like how Americans would view central and South Americans, sure they're technically on the America continent, but they're not american Americans
southeast asians are often not considered as Asian proper

Wel it depends on how you want to split hairs. You could make the same argument that Italians, and Greeks, and Slavs aren’t white either.
