I would have described it as the kind of adaptation made by fans on no budget but then those exist and they end up looking better than the "official" crap put out.

If a group of black guys are big fans of DragonBall, I'm not holding it against them for doing a fan-made bit with black characters. They're working with what they've got, and trying to engage in an IP they love, and they at least get whatever story beats right.

"Big fans" undersells how popular DB is with black men, they fucking love it and would put more passion into a pet project like that than any corporate stooge looking to tick diversity boxes.
Cosplayers always put more effort into this than corporate cronies, in part because hobbyists work for their passion and don't have some middle management position hovering over their shoulder pushing a deadline on whatever work is going on. Wageslaves however must have a product done by a certain time and as a consequence quality suffers all the time due to rushed mandates from execs and others higher up the pecking order.
