If I had to venture a guess as to why, it's likely because hatred - deep, raw, boiling, vitriolic hatred that says 'I'm going to drag you out of your bed and fucking lynch you' takes exposure and time to inculcate. It's not an instant process(barring peer pressure, and even then it still takes some ground-work), and when you stop and think about, the people whom would cause such things - the blacks that are doing the really, really horrible shit only account for... what, 7 % of the population? (And I'm being really, really unfair here - it's probably more around 3 % or so.)
There's just a lack of exposure or experience for this stuff to get really started.
Now, if you live in places where the numbers just don't work out to the national averages, well... They tend to be flooded with liberals that stick to their ethnic enclaves and constantly make excuses when the shoe on the other foot and they're the minority.
And so far, these places are very rare to begin with.
It's probably closer to less than 1%. Even if we isolate the population we are looking at to urban, black, men, between the ages of 14-40; the vast and sweeping majority of those commit no crimes. This is basically true for all criminology. It's not a situation where everyone who commits a crime, commit one or two crimes. The career criminals commit tens of thousands of crimes in their lives; almost none ever being prosecuted.
This is why mass incarceration, and the death penalty work to reduce crime. You literally remove the career criminals who commit close to 80% of the crime.
