Clearly, this issue can be solved by all LGBTQ... (checking the verbiage of the judge's ruling...) LGBTQ2S+ peoples having some kind of identification in plain sight on them. You can't expect a country to institute a law forbidding you to be around mysterious unknowns, you have to label them, after all!
How do you know how close you are to a gay though? You could literally walk down the street and pass a gay and not even know it.
That's the point. Make an excuse to arrest him and pocket his bail money.
