The purpose is to keep you unsafe so that the state can make you dependent. Private Security is better (when it's not a fraud), and is outside of the state's control (which is why it gets heavily regulated).
Makes me think about the Molly Maguires and the Pinkerton's. The private police force is now security guards, and they work at places like google.
