Both are dramatic things that will never happen - at the federal level. A slow divorce can be engineered at the state/local level by the people. I doubt that would happen either but it's got more chance of working if it doesn't depend on DC politicians.
The federal government's power stems primarily through its purse strings. If states can learn to wean themselves off of federal funding, they can largely eliminate its influence.
Even in areas for federal authority is clear, they lack the manpower to really enforce their will without the cooperation of state government and law enforcement. Once a state has eliminated it's reliance on federal money it has removed the only tool the feds have to force cooperation.
Yes this requires the states to act independently for once.
