Except they're not mean girling him. They're whining about him to themselves and on the internet. If I had to put money one way or the other, I'd put money on him being attractive.
They're whining to themselves at the workplace about him to the point of considering going to HR.
Mean girl isn't just direct bullying. It's creating an us vs them situation. A group of girls at work talked together and reached consensus that they're in the right and he has created an uncomfortable workplace for them. That's the mean girl part, they don't have to actually bully the guy they just have to use him as a way to speculate, create a problem, gossip and bond together in creating a solution for a problem they created all the whole not taking a breather to check with reality.

Ugh, man. I work across the hall from the “girl” whose office tends to be the meeting place for mean-girling at my work, the henhouse to steal your excellent term. About once every two weeks or so I’ll see two or three other “girls” walking in there talking about “tea” and then the door shuts. An hour later it opens and these women in their 20s to 40s sashay out giggling about whatever it is this time, though it’s always about their fellow workers. I just do what Dan does, keep my head down and don’t see my coworkers before 9 or after 5, and socialize as little as possible in between those hours, and don’t socialize with “girls” at all if I can help it.
Edit: That’s a slight lie, I do enjoy talking to the little old lady who runs the front desk. That’s on account of she’s a normal human being.
