Russia's military is hugely conscription based. Popular support means nothing to them. Voting means nothing to them, pretty much. They are not the US. And even in the US, we never lost a war from lack of popular support, we lost from absurdly restrictive ROEs and meddling because the goal was to make money for the politicians, not win.
