Probably because they skipped ahead in the tech tree and acquired it not developed it. This happen in a lot of countries after decolonisation that when the Europeans pulled out they left behind a lot of their works but the people that knew how to run them were European.
This left 2 scenarios:
They relied on European assistance to keep it going till they could do it themselves
It fell into ruin or was a drain on the country till they could properly utilise it.
The Chinese Documentary "Empire of Dust" is a great look into that very problem. There is an entire scene where the chinaman mocks his workers openly for not being able to create anything in the decades following independence despite having every tool available and knowledge on hand to do so.
