The Romans only fell due to the corruption of the Senate and incompetent Emperors than accepting different races, it was thanks to that the Eastern Roman empire outlived the Western.
The British empire at it's height for their Navy accepted EVERYONE, former slaves, colonials, criminals, so long as you followed their rules you're in and they ended up winning against Napoleon with more resources and leadership.
And how do you define white? I can guarantee you that EVERY European is different from each other so just saying 'oh your white' is near insulting as an Scottish guy doesn't want to be compared to an English man or a German or Greek. The issue isn't race but shared identity and purpose as dividing by something as skin deep as race is playing into leftist ideology.

Like if I can get the loyalty of different cultures by having a shared value system and equal treatment under a system of laws, I'd do that than risk unnecessary conflict. Similarly if I see that an outside culture is built on conflict against any not a part of it, unless I can use them to fight someone else I'd just keep them out, using force if required.
The point I was making was the over play on 'white' when there is no shared culture between Europeans, only a constant game of acquisition of power between different powers and families. Some through force and marriage. White culture is a lot more opportunistic and about gathering more to your banners by concepts with some force compared to more conflict in most of the world and conformity in China.
Because there is no clear hierarchy and insistence on assimilation, if the Romans could do it 2 millennia ago how are we so useless to not do it now or is it by design.
Having a higher power that demonstrates repercussions for acting against it tends to bring more order to the world than just trying to keep everyone isolated and segregated like it's a zoo. And that's the crux of this, these groups don't fear repercussions because states and communities turning a blind eye than immediately punishing them for not following their laws. 'Ethinic enclaves' sounds like a last resort for someone afraid to use force than a solution to this issue.
"Shared value system and equal treatment" is a pipe dream. We have tried to teach US blacks European values for over two hundred years. It hasn't worked. Other groups will band together and favor their own. These people will lie and say they support you but will betray you, even it is merely succumbing to violent primal instincts.
