That's the harder question, part of it is ingrained WITHIN Japanese working culture and some of it is businesses taking advantage of it
It requires government action but as a scalpel than a hammer as just banning long hours will probably make it worse forcing people to work for different companies to make the hours or greater work demands in shorter hours.

As an ex-leftist, I know from personal experience how hard it is to change something you've believed for so many years.
I imagine a real solution would have to be gradual and take a long time, something like 20 years.
