Okay, but for what? Game of Thrones had to have elaborate period costumes made, full suits of armor along with location shooting to try and portray a medieval setting. Do they really need to break the budget for ragged street clothes and the sort of set dressing you can get by shooting in Detroit or upstate New York?
To be fair, they might be spending a lot on prosthetics and makeup to make the clickers look really good, hiring a lot of extras for big zombie swarm scenes, and good squibs and gore effects.
