Odd statement, given that the UK police just gave up on investigating over a million thefts last year alone. Or, do thefts only count if it's rich people getting robbed?
That's how it's always been, unfortunately. 'Oh, it only cost a hundred pounds, its not worth the bother'. Never mind how long it might've taken a poor person to find an extra hundred to drop on something the least bit nice.
More time to investigate those evil words on social media.

See this is what elites don't understand, when you don't bother enforcing and protecting poor neighbourhoods or low level crime (vandalism, mugging etc), when the criminals view bigger targets or just think there's nothing good to rob in their area so move to the rich neighbourhoods, the public at large will turn a blind eye since if they aren't helped, why should they assist them.
Even Mafias caught onto this, it's why they kept lower level criminals in check as if they ensured the streets were safe, people where more likely to turn a blind eye to all their activities. Combine that with a growing sense of a decline fast approaching, I'd switch buying luxury cars and watches to guns and armoured vehicles.
