A few private Americans tried to overthrow Papa Doc and that was all. Even after he claimed responsibility for having caused Kennedy's death with his Voodoo magic curses, they ignored him.
American government policy towards Haiti for most of the history was similar as it is towards Guatemala after Reagan - just ignore them and their fucked up antics. It's also similar as how America generally ignored most of Africa even during the Cold War.

In the also America-neighbouring Haiti, the government has kept begging for an American intervention against the gangs taking over the country for more than 1 year, but America isn't interested in getting involved, too. Maybe as a part of international force (https://www.crisisgroup.org/latin-america-caribbean/haiti/b048-haitis-last-resort-gangs-and-prospect-foreign-intervention) but not alone.
Honestly, intervening in Haiti is a favorite American past time, and we always manage to make it horrifically worse every time.

There were still multiple US military incursions in other eras. Additionally, US NGO's and IC's have been aggressively involved in the country.
