Haiti was at the worst (in modern times, that is, because historically it used to be so much worse) while under Papa Doc back when America was ignoring Haiti about as much as it does now, or as much as during the colonial times (with rivalry between Spain, France, and Britain - post independence America not included). A few private Americans tried to overthrow Papa Doc and that was all. Even after he claimed responsibility for having caused Kennedy's death with his Voodoo magic curses, they ignored him.
American government policy towards Haiti for most of the history was similar as it is towards Guatemala after Reagan - just ignore them and their fucked up antics. It's also similar as how America generally ignored most of Africa even during the Cold War.

There were still multiple US military incursions in other eras. Additionally, US NGO's and IC's have been aggressively involved in the country.
