Well that's probably true, in many places. Also true that there's often stuff getting passed around behind-the-scenes and unless you know the right people, you have no idea what's going on in "that room". Then sometimes after "the party" there's "the after party" and that's where the really crazy shit happens.
Cokeheads run in their own circles everywhere. They're around in every country, but you might not be friends with them. Which isn't, frankly, a bad thing. The people that can do that responsibly are the least likely to do it. The people that do it are the worst kind of people to be doing it. I don't begrudge people their little vices or whatever, but people tend to get impaired and do dumb shit -- which is of course not specific to cocaine. Ah, life.
I'm in Canada. Literally every party I've been at has cocaine and it's more prolific the richer and more affluent the group of people. I'm also in finance and worked in O&G, both are which are notorious for cocaine. I suspect like 20% of people in high finance are doing cocaine. Probably higher for O&G.
Once you learn to spot it and the people likely into it, it's hard to miss. I can go to the "classiest" fanciest cocktail place and find groups of hot girls and guys doing cocaine on a random Tuesday.
