To spell this out for you, Omar criticized the Israel lobby. The ADL accused her of anti-semitism to deflect from those criticisms. Both parties condemned her. This resolution was drafted. For whatever reason, presumably to encourage unity among the Dems diverse coalition, they made the resolution generic. Some of the Jews within both parties might not have liked that, but it did its job. The conversation moved away from the Israel lobby and promoted the idea that you aren't morally allowed to criticize it.
