She/He's only saying this for feminist reasons and is the first openly gay Japanese legislator and proudly says that on the twitter bio... and has also complained about "muh sexualized female characters in video games" but wont speak out about sexualized guys.
I don't know anything about the politician or their motivations, but I also agree. This is too sexual for a common public area. Something like this wouldn't be out of place in Akihabara, but this seems way too much for an ad campaign targeting the general public.
I'm inclined to agree. That's a bit much for a public place like a train station.
