I don't even have an objection to same sex marriage, but I'm not seeing the validity of these claims.

No, it makes no sense to say it limits international talent. Japan can't really stop you from bringing your lover with you to Japan, and wasn't going to do it anyway.

No, not recognizing gay marriage isn't going to prevent gay senior executives (all eleven of them, or whatever) from staying in the country.
