I'd definitely say the tipping factor is Elon himself, he's a marketing god as he can grab so much attention himself and funnel that straight into his new products or venture. People pre pay just to be part of his events while I feel Apple is extremely reliant on it's 'prestige' too much to respond to this tactic effectively.
The software ecosystem for an OS takes a long time and investment though, regardless of how good Elon is himself. That would be the bottleneck for a Tesla phone.
Teslas use Ubuntu as a base, so they have many well versed Linux devs who would be capable of hiring competent Android devs, as Android is also based on Linux.
It really is developing the hardware and manufacturing capability that is the hard part for tesla as they already have the capability of making their own custom Android ROM.
Making a custom Android ROM isn't going to solve anything since its still under the control of Google, not to mention it won't attract the average user. Many companies have already tried that.
