They seem to have internalized the idea that the government is supposed to protect them (which has a cultural heritage from millenia of civil war, banditry, and rule by warlord). This means they are not mad that the government has overstepped it's role by implementing draconian lockdowns, rather, they're mad that the tyranny hasn't worked.
It's a very different way of looking at things than we're used to but it raises a good point for the pro-government types here: why are you fine with the fact that the government has failed to eliminate, or even contain, Covid?
