Trump demonstrated clearly that the master of the White House is not the sovereign power of the US. On rare occasion it has been, as in the cases of FDR and Lincoln, and it can be again, but the White House has been pushed away from power for a long time.
Jill is in charge of her dementia patient, she is a Doctor after all. The white house is controlled by whoever controls the department they run. It's not a collective, it's not a central authority, is an EU. A group of departments working together only when they have to, otherwise, they run independently of each other and never communicate.
