I mean it all stems back to poor life choices and peoples' want of money but inability to do something that can get them it. If I remember right one study out there suggested that of families with 3 or more children, more than 90% are at or below the poverty line, suggesting that unlike when peoples' grandparents were doing that nowadays the only people who have all of these kids are ones that want to abuse welfare shenanigans.
