Pretty much every time I saw Cartoon Network running on a TV, it would play the same three or so shows, with occasional reruns
Teen Titans Go is pennies to make compared to most shows and they get huge returns on it. Its honestly just business/capitalism once the soul has left, because it makes sense as much as anyone hates it.
You bring up Steven Universe but even that show was famous at its peak for literally never getting aired, and spending most of its shelf life with zero reruns. They'd make a spectacle of a small 4 episode arc airing, and that would be most of the show's entire air time for the year.
Honestly, I think the biggest issue is that the cheap animation done by things like Youtubers have enthralled children to such a level that places like Cartoon Network could never hope to keep up.
