Age of consent in multiple 1st world countries is 16 years of age. Puberty has mostly finished by then, even if the body still undergoes further development until they're about 25. At 16, most childish traits are gone, even if youth is still obvious. They are adults, in essentially every way. Finding people that age physically attractive is not pedophilia, it's finding prebubescent children attractive that is, as well as attempting to sexualise them prematurely like the predatory grooming the trans community revels in.

More importantly, I seriously doubt he's talking about 40y/o men, but teens their own age getting married and starting a family. At that age, forget forcing them to have sex, it's hard enough to get them to stop. The only novel thing he's saying for this day and age is that teens should be committed to each other before they do...
