It's "guilty upon accusation with no statute of limitations and no exoneration possible under any circumstances". It's why they like campus tribunals and systems that are designed to circumvent the standard US justice system, which actually works fairly well a lot of the time.
It is only illegal if the accusation is of an actual real crime that actually took place, such as the young women who were arrested for daring to report that they were raped in Rotherham by an organized crime group affiliated by mutual religion.
