As a Californian, this is not the most "Californian" story. It sounds more like a Florida or Deep South story instead.
California is a diverse state politically, and has more conservatives than any other state IIRC. The problem is we are outnumbered and the US is based on winner-take-all tyranny of the majority. As a result, Democrats are in charge and so there is poor governance.
However, nothing about this story is about governance, it's all just that dumb "hurr durr californians are all ghetto" nonsense.

Donald Trump won the vote in 2020 in 23 counties in California. Meanwhile he lost 85/12 in San Francisco.

California is actually a very "tough on crime" state at a statewide level. The whole rollback on shoplifting shit is only due to a few local DAs not enforcing the law.
Again, this is because of people who have never been to California acting like the whole state is San Francisco.
