Legislatures love to delegate their power to rule-making agencies. There are limits to how much they can do this, but it is a huge cancer at the federal level. I'm not sure where the limits are.

And the Supreme Court just struck this down on the federal level. Which is hilarious, because it sent dems fucking freaking for a day or two.
