I only know he supported Ukraine, which I think is very wrong, but it's a perfectly respectable position.

Theoretically there’s a “Do not post more than twice a day” rule in the sidebar, which I personally do follow, but it clearly doesn’t work if people keep making new (single issue) accounts all the time…
I think rate-limiting new accounts, very much like Reddit, might actually work to solve this problem…

We can’t really control the creation of new accounts (I imagine), so rate-limiting handshakes might be the only option to clear this situation up somewhat…

That would be neat, but there's no way to do this on Win.
In reality, it was Poal that offered this exact feature, and was one of the reasons I was so interested in it.
Each user, site wide, is given classification levels. New accounts on the site are forbidden from posting new threads site wide, you have to have commented several times, something like a dozen times and earned x number of points to comment.
Every comment and every post gain you points. The more time you actions you participate on Poal generally, the more points you recieve, and the higher your tier becomes. If you run a forum, you can customize rules so that, for example: Tier 3 users can post pictures, or Tier 2 users can't make posts, things like that. In fact, all the tiers have different posting time limits.
Poal was set up by refugees from Voat who saw the site go to hell from shills, trolls, and flamers. That being the case, the place is very intelligently designed, but it's just not super user friendly. It's like a suped up version of much older forums, that still work off of a Reddit like structure. It's almost like early Reddit.
Saidit was much more easy to customize. Poal admins are very much free speech absolutists, but Saidit wanted to focus on better discussions to weed out trolls, shitposters, and flamers. I respect both systems, to be honest, but I really like Poal's tier system. It's the primary attractor to the site. I think it's the best way for anyone to guarantee authenticity among users.
The biggest problem with Poal was that we would probably be the most moderate voice on it, considering it's refugees from Voat. The level of antisemitism on the site is pretty ridiculous. It's first used as a measure of gatekeeping out normies, like 4chan, where the welcome page has everyone yell at you that the jews did 9/11, and then immediately move on to a different topic.
The best example of how ridiculous it was: the pass-phrase after you sign in to prove your not a robot pulls random words from some chat feature they have. Every single time I signed in I had to type in a random assortment of what we would call "pol memes": "dindu", "gorrilion", "oy vey", "troons", "pattern", shit like that. Literally every time. I thought it was on purpose until I contacted the admins and asked if it was, and one of them responded with something like, "oh crap, no. We tried to filter those out."
Like I said, Poal was over the top, but their system for identifying high-producing users, and authentic content was absolutely stellar. They certainly seem like they are good people trying to make a good system work, but there's just not enough content, and the stuff that is tends towards repulsive to the general population.
