Odds are he'd act on the feedback of his advisors and Fauci (as corrupt as he is, he is also the head of the CDC) like any other President would. He likely would have gone whole hog with "his" vaccine program, and it's not clear that his administration would have done anything different PR wise after the facts of ineffectiveness and side effects emerged. But this is all speculation and means nothing.
I dunno but he claims he would have gotten rid of Fauci in the 2nd term. He all but called him a dummy in an interview with Chris Wallace before the election.
