I have looked, the only mention specifically relating to males is the banning of something called "penile disablement". I don't even want to think about what that is.

There is nothing that specifically addresses the risk to boys, and I know all too well how laws to protect both sexes usually go.

Penile disablement = chopping the dick off/so much estrogen that the boy/man involved becomes infertile. I don't know what's so hard to understand.

It can't be the former, because that's called "sex reassignment surgery".

I think you might be right on the massive doses of estrogen.
