Make delivery trucks driving through areas so dangerous that no one wants to deliver, then ruin food processing plants on top of it, suddenly, that spam is the only actual animal product protein that is available.

The fake meat section is still open, I'd assume. Even shoplifting starving beatniks know better there, it takes education to go for stuff that bad.
