In all discussions of China's military capability they assume 100% effectiveness at all times and maintenance of 100% of these capabilities through the war.
It's not going to be as bad as predicted A) because other countries get to have a vote and B) tests never translate to practice at a 1 to 1 ratio.
Having the capability to do something does not mean it can be done.
I don't think China will respond militarily for the single reason that they don't have too, they are winning without using force so far.
