department of war (mostly navy and nuclear war capability, no standing army beyond maybe a logistics corps to support and coordinate state militias in times of invasion)
intellectual property normalization across the nation including enforcement thereof (since that is in the constitution) including mediation/courts for those rules
maybe a national currency that does not preclude states from issuing their own currencies (I'm on the fence with that one)
national mediator to be the final arbiter in disputes between states
border control and cargo inspection
diplomatic relations (absolutely no multi-lateral treaties, agreements, or memberships in "international" organizations)
